Dr. Carol D. Birks is a catalytic and transformational educational thought leader with extensive experience in organizational leadership, community engagement and empowerment, executive coaching and change management. The leadership practices she implements are designed to enhance the systems, structures, and practices within organizations to accelerate academic progress and promote systems thinking.
Dr. Birks began her career as a teacher, quickly growing her administrative capacity by serving as a school, district, and state leader. These roles include Teacher, Assistant Principal & Principal for Bridgeport Public Schools, Assistant Superintendent, and Chief of Staff for Hartford Public Schools, and Superintendent of Schools for New Haven Public Schools, and Chester Upland School District. Currently Dr. Birks is the Superintendent for the Allentown School District located in Allentown, Pennsylvania.
Dr. Birks holds a Doctoral Degree and Master’s Degree in Educational Leadership from Columbia University Teachers College. She also earned a Master’s Degree in education from the University of Bridgeport and a Bachelor’s Degree in Political Science from Hampton University. She also attained a Superintendent’s Certification from the University of Connecticut’s NEAG School of Education.
Dr. Birks has a strong commitment to community service and civic engagement. She is a proud member of Delta Sigma Theta Sorority Incorporated, and The Links Incorporated. Dr. Birks serves as a Regional Board Member for Hartford Healthcare’s St. Vincent’s Hospital. Dr. Birks is also an Executive Board Member and Scholarship Chairperson for The Greater Fairfield County Foundation, Incorporated. Dr. Birks also serves on the Board of Trustees for the Da Vinci Science Center, the Board of Trustees for The Galaxy Fund, and is a Board Member for The Century Promise.

Allentown, PA — The Allentown Chamber of Commerce proudly announced the 2024 State of the Allentown School District event, in partnership with Superintendent and CEO of the Allentown School District, Dr. Carol D. Birks. This essential event, which took place on Wednesday, December 4, 2024, at the historic Americus Hotel, highlighted the remarkable strides of the Allentown School District. The event emphasized the district's critical role in shaping the region’s future.
The State of the Allentown School District event brought together local leaders, elected officials, business partners, educators, and community members for a powerful morning of insights. Dr. Carol D. Birks, a visionary leader dedicated to educational excellence and community empowerment, presented her vision for the district as attendees looked ahead to 2025. Through her dedication, the Allentown School District had continued to grow as a pillar of strength, providing quality education, nurturing the future workforce, and serving as an essential foundation for community success.

#1: Learning & Leading Plan
By June 30, 2023, Superintendent will present an updated Learning & Leading Plan to the Board. The plan shall specifically delineate the manner in which the Superintendent will engage multiple stakeholders and key constituents in intentional, purposeful, and strategic leadership to move the District forward in accordance with the shared vision of the Board and the Superintendent.
#2: Organizational Structure
By June 30, 2024, the Superintendent will redesign the Central Office so it functions as a high-performing service organization to provide high-quality Instructional, Human Resources, Finance, and other services that support learning-focused schools.
#3: Student Growth and Achievement
On or before June 30, 2024, the Superintendent shall present a written plan using multiple data sources to assess student success and growth as appropriate, specific to the needs within the District and as determined annually in collaboration with the Board of School Directors. Annual or other District performance objectives will be articulated and achieved under the direction of the Superintendent. It is understood that the Superintendent will develop and adjust a plan as part of the annual budget planning processes to bolster the District’s curriculum delivery in order to assure equitable implementation throughout the entire District. The plan will include an intensive professional learning for district leadership and a training and implementation plan for all staff. The implementation of data informed decision making and instructional change are intensive processes that cannot be reasonably implemented within the first few years of a Superintendent’s employment. During the summer of 2023 school year, work will actively commence on data inquiry so that the June, 30, 2024 date can be met.
#4: District Operations and Financial Management
The Superintendent will initiate recommendations to effectively ensure the completion of all activities associated with the annual budget; overseeing the distribution of resources in support of the District’s priorities; directing overall operational activities within the District; and/or managing any contractors or firms providing operational activities on behalf of the District.
#5: Achieving Organizational Leadership
The Superintendent shall work collaboratively with the Board to build productive relationships, promote effective district governance, and establish policies that support the mission and vision of the District.
#6: Human Resources Management
The Superintendent will review and recommend changes in the Human Resources and Benefits Departments of the District to incorporate best practices for coordinating staffing, recruitment, retention, and other Human Resources functions; and managing any contractors with respect to the Human Resources component in the District.
#7: Communication and Community Relations
The Superintendent will communicate and effectively engage the staff, the Board of School Directors, and members of the community clearly articulating District goals and priorities; addressing local and broader issues affecting the District; and building support for District initiatives, programs, and short/long-range plans.
