
ALLENTOWN, PA - The Allentown School District is pleased to announce two key leadership appointments as part of its ongoing commitment to excellence in education and operational infrastructure.
Dr. Freya de Conde has been selected as the Principal of Union Terrace Elementary School. Dr. de Conde currently serves as the Assistant Principal at Sheridan Elementary School and is a proud graduate of William Allen High School. During her time at Sheridan, she has developed a systematic attendance intervention process aimed at increasing daily attendance. Dr. de Conde began her career in education as a Teach for America Corps Member in the St. Louis Public School District. Her experience includes serving as an English teacher, English Department Chair, and Interim Assistant Principal at Salisbury High School. In 2024, Dr. de Conde was hired by the Allentown School District as a Network Improvement Community Supervisor of Instruction. She is also an adjunct professor at DeSales University. Dr. de Conde holds a Doctorate of Educational Leadership from Immaculata University, a Master of Secondary Education from DeSales University, and a Bachelor of Arts from the University of Pittsburgh. She maintains certifications for Administrative I (PK-12) and Pennsylvania Instructional II.
Mr. Jose Rivera will formally move into the role of Executive Director of Information Technology from an Acting position. Mr. Rivera is a proud graduate of Dieruff High School who currently serves as the District’s Supervisor of Technology Services. He oversees the district’s core network, systems, and cybersecurity operations and has played a critical leadership role in major initiatives, including the district’s 1:1 device rollout. Rivera began his career in 1999 as the District's first-ever technology technician. He holds an Associate's Degree in Computer Networking from the Information Computer Systems Institute in Allentown, PA, and over a dozen industry certifications in Linux System Administration, Microsoft Systems, cybersecurity, and networking. He is excited to continue fostering innovation and unity within the Allentown School District Learning Community.
